Participation Rules

Introduction

If you are participating in the "Ikebukuro Halloween Cosplay Festival", please abide by the "Participation Rules" here.

*The content will be updated regularly,
so please be sure to check the latest information before participating.
These are the rules as of September 5, 2025

The "Ikebukuro Halloween Cosplay Festival" (hereinafter referred to as "this event") is an event held in a public location.
Please note that the event will also be attended by members of the public who are not familiar with cosplay, and that not all attendees will necessarily have read the rules for this event. The event area is not exclusively for the "Ikebukuro Halloween Cosplay Festival", and the town and shops will also be used by members of the public, so please be considerate and do not cause any inconvenience.

If you do not abide by the participation rules, it may be difficult to continue holding future events. We ask for your understanding and cooperation in abiding by the following rules so that everyone can enjoy the event safely and securely.

  • *You may appear in photos and videos taken by members of the public other than participants.
  • *If you are cosplaying as a specific motif or character, we ask that you respect the image of the motif or character, and cooperate by not causing any inconvenience to those around you.

【What is a public place?】
Public places refer to parks, shops, roads, and squares that are used by the general public, not just participants. As these are places that are used by the general public, not just participants, please be careful not to cause any inconvenience.

【What is inside the event venue?】
This refers to the area within the "Ikehalo Event Area Map" that will be released at a later date.
It will be posted on the top page of this website, so please be sure to check it before visiting.

About this event

About participation
  • ・If you are participating in cosplay, please change into your clothes in the changing rooms at the event venue. Changing at home and then coming to the event is prohibited.
  • ・Whether you are participating in cosplay or photographing cosplayers in casual clothes, you will need to purchase a ticket. (If you are taking photos in cosplay, please purchase a cosplay ticket.)
  • ・If you are participating as a cosplayer, please purchase a cosplay registration ticket in advance.
  • ・If you are participating as a photographer, please purchase a photographer (photography) registration ticket in advance.
  • ・Tickets may sell out before the event. We recommend purchasing your tickets early.
  • ・On the day of the event, whether you're participating in cosplay or taking photos, please first come to reception and present your ticket. Cosplayers should check in and then change into their cosplay costume in the changing room. Photography participants should register as a photographer at reception before participating. (Cosplay costumes, makeup, wigs, etc. will need to be packed in a suitcase or similar and brought to the event venue. Please be careful not to forget anything.)
  • ・Large luggage such as carry-ons can be left in the cloakroom next to the changing rooms. When leaving your luggage, you will need to prepare a tag to attach to your luggage and a tag that will be required when picking it up. Please be careful not to lose the tag that will be required when picking it up. (The cloakroom cannot store valuables. Please keep your valuables close to you at all times.)
  • ・Ticket holders will be given a "Participation Certificate" at the reception on the day.
    Please be sure to carry your "Participation Certificate" so that it is visible during the event.
    Staff may contact you if you do not have one.
  • ・If you are just watching the event without cosplay, or just taking photos with your smartphone as you pass by, you do not need to purchase a ticket. There are some areas that only ticket holders can enter.
About age restrictions

Children under elementary school age may only participate in the event if accompanied by a parent or guardian.
Children under elementary school age are prohibited from participating alone. Parents must always accompany them during the event.

Participation for elementary school students and younger

Elementary school students: Fee applies (Kids' Ticket: 500 yen), preschoolers are free.
Please use designated areas for kids' ticket reception and changing rooms.
If accompanying parents are also cosplaying, a separate participation fee will be charged.
Preschool children may use the changing room of the same gender as their parent. *At the discretion of the organizers, children may be denied entry to changing rooms of the opposite gender.

Children who live in Toshima Ward can participate for free by presenting identification. Please bring proof of residency, such as an insurance card or patient registration card.

About tickets
  • ・Ticket sales start times vary depending on the ticket type.
  • ・Please refrain from arriving earlier than sales start time as this will cause inconvenience to other customers and local residents.
  • ・Tickets cannot be canceled, changed, or refunded for any reason.
  • ・Please note that we will not be able to respond to any inquiries.
Regarding Premium Tickets
  • ・Premium ticket holders will not be given priority in the queue once general ticket sales begin.
Regarding Premium 
3DAYS Tickets
  • ・Premium 3DAYS Tickets will only be accepted on the first day of your visit. There is no need to apply for each day separately.
  • ・Please be sure to bring the participation certificate given to you at registration with you on any subsequent days of your visit. If you forget, you will not be able to participate.
  • ・Registration is expected to be very busy on Saturday, October 25th and Sunday, October 26th. We recommend registering on Friday, October 24th.
  • ・Luggage will be stored at the cloakroom all day during the event.
  • ・If you wish to store your luggage for the entire day, please leave it in the designated area.
    However, luggage cannot be stored or collected outside of the luggage storage (cloakroom) opening hours.
  • *If you are leaving luggage as regular luggage, please leave it in the regular luggage storage (cloakroom).
  • ・Please note that only one piece of luggage can be checked in per person. Please make sure to keep it in a case or bag.

About shooting

Regarding photography, videography, and interactions
  • ・Photography should only be done with the consent of both the subject and the photographer. Photography is only permitted with mutual consent.
    If a member of the public who is not a participant asks to take a photo, please cooperate by taking commemorative photos only.
    If you are taking serious photography, please confirm that both parties have their own participation certificates for this event. (Taking photos without permission is bad etiquette. If you wish to post photos on social media, please be sure to get permission from the person when taking the photo.)
  • ・Please behave with moderation when taking photos or videos, and avoid making others feel uncomfortable when interacting with others.
  • ・Please refrain from taking photos while walking, dancing, running, or other vigorous movements, as this may disturb those around you.
  • ・The organizers and venue cannot be held responsible for any problems that arise from posting photos or short videos to social media.
  • ・Please refrain from occupying the photography area for long periods of time. You may be asked to do so by staff.
  • ・Please be careful not to capture other participants or members of the public in your photos.
  • ・Please refrain from using excessively large telephoto lenses or lighting equipment.
  • ・Please refrain from using tripods anywhere other than designated areas.
  • ・Reflectors may be used as long as they are handheld or integrated into the camera and do not take up much space.
  • ・Please refrain from using large equipment that may obstruct passage.
  • ・When using equipment such as tripods, please be careful not to obstruct the passage of others.
    We may restrict their use in strong winds or other situations where there is a risk of them falling over.
  • ・If we discover any surreptitious photography or photography using infrared or other means, the data will be deleted on the spot and we will report it to the police.
  • ・Please only pose for photos, shake hands, take two-shot photos, and engage in physical contact with the subject with your consent.

The following actions are prohibited

  • ・Filming using large equipment that obstructs the passage of other participants or non-participants.
  • ・Bringing ladders.
  • ・Filming in men's and women's changing rooms or restrooms.
  • ・Shooting from a perspective that captures the entrances or interiors of changing rooms or restrooms
  • ・Prolonged filming or filming that is disruptive to others
  • ・Filming from an excessively low angle
  • ・Voyeurism or filming without the subject's consent
  • ・Adult filming
  • ・Uploading to the internet, submitting to magazines or books, or publishing without the subject's consent.
  • ・Commercial or profit-making use of photos taken at this event.
  • ・Climbing trees, unstable structures, or other objects that require footing.
  • ・Photographing while walking.
  • ・Vigorous movements such as dancing or running
  • ・Including other participants or non-participants in the video

About cosplay

Costumes, changing clothes, and props
  • ・If you are participating in cosplay, please change into your clothes in the changing rooms at the event venue. Changing at home and then coming to the event is prohibited. After the event, please change into your casual clothes in the changing rooms before leaving.
    Changing rooms have set usage times, so please make sure you are changed into your clothes by the end of the event.
    (In Japanese cosplay culture, it is not acceptable to go back and forth between home and the event venue in cosplay.)
  • ・In Japan, people tend to wear simpler makeup when wearing casual clothes, which is different from cosplay. We recommend removing your cosplay makeup when changing clothes. (Or wearing a mask when you leave.)
  • ・There are some places and shops in town that you cannot enter while in cosplay. Please check the map available on the official website or at the venue to find out where you can enter while in cosplay, and enjoy yourself.
  • ・This is an event with many small children. Please adhere to the guidelines for skin exposure. (If you expose more than the guidelines, staff will contact you and take appropriate measures.)
  • ・We cannot answer questions such as, "Is this character's costume or props okay?"
    Please check this page and the FAQ page and wear them at your own discretion.
    If we determine that your costume is offensive to others, we may contact you at our discretion.
  • ・Please refrain from wearing makeup that may disturb other participants or the general public, or wearing clothing that may soil the venue.
  • ・If you need to touch up your makeup during the event, please do so in the changing rooms. Touching up your makeup in other locations (nearby stores, restrooms, etc.) is prohibited. Premium ticket holders may use the hospitality area for quick touch-ups, so please feel free to do so.
  • ・Please refrain from wearing actual military uniforms or altering real military uniforms. (Fictional uniforms from manga and anime are acceptable.)
  • ・When using fake blood or depicting blood or bruises, please make sure they are completely dry to avoid contaminating others or the venue.
  • ・Model guns must be unloaded and rendered inoperable.
  • ・Cosplaying in official mascot costumes or costumes that could be mistaken for the real thing may be subject to disciplinary action at the discretion of the event organizers.
    Additionally, moving around while wearing a mask, mask, helmet, etc. that conceals your face is generally prohibited.
    If you have difficulty putting on or taking off a mask, mask, helmet, etc., please have an assistant accompany you when moving around.
    Assistants should make every effort to ensure the safety of their surroundings, so that they do not collide with others or obstruct passage.
    Assistants must be sure to observe the following two points:
    └Hold hands with your companion while moving around, etc., so they do not become separated.
    └Wear clothing that does not hide your face (assisting in clothing that obscures vision or restricts visibility is prohibited)

The following actions are prohibited

  • ・Changing clothes or applying makeup outside of the changing rooms, such as in nearby stores or restrooms
  • ・Using hair sprays or mists inside or outside the venue
  • ・Cutting wigs inside or outside the venue, in changing rooms, restrooms, etc.
  • ・Entering or leaving the venue in cosplay.
  • ・Wearing the uniforms of active police officers, Self-Defense Force members, firefighters, or other public servants, or of current national agencies or security guards.
    Also, wearing costumes that are indistinguishable from these uniforms.
  • ・Wearing costumes that can be easily mistaken for visible underwear or underwear.
  • ・Wearing costumes with dangerous decorations that could injure others, such as metal spikes.
  • ・Wearing masks, masks, helmets, etc. that conceal your face outside of designated photo areas.
  • ・Possession of items or actions that violate public order and morals.
  • ・Bringing items that could injure others or that could soil or damage the surrounding area.
  • ・Bringing dangerous props such as real knives, swords, or model guns that can be fired.
  • ・Using imitation swords, firearms, imitation dangerous objects, rackets, balls, or other props for purposes other than the intended purpose.

  • ・Making actual noises using props such as microphones, musical instruments, or boomboxes.
Exposure criteria
  • ・If you do not meet the exposure criteria, you may be prohibited from participating in cosplay.
  • ・If your costume reveals the underside or sides of your breasts, please wear underwear or body foundation.
  • ・Please wear leggings, stockings, etc. to prevent your underwear from being directly visible.
  • ・If you are wearing a revealing costume, be sure to wear a jacket or scarf while moving around.
  • ・If you are a woman cross-dressing in a costume that exposes a large area of ​​the chest, please wear body foundation or a B-holder.
  • *For men, there are no restrictions on the upper body, but please wear a jacket or other clothing to avoid exposure when not taking photos.
    If the organizers determine that your costume is causing discomfort to others, they may ask you to refrain from participating.

The following actions are prohibited

  • ・Costumes that violate public order and morals or are indecent
  • ・Costumes that are excessively revealing, show underwear, or could easily be mistaken for underwear
  • ・Costumes that do not include underwear
  • ・Clothing that shows underwear through gaps in the chest, armpits, etc.
  • ・Wearing excessively low-rise clothing
About men cross-dressing
  • ・Be sure to apply makeup and shave your eyebrows, etc., and take care not to damage the character's image.
  • ・Please remove any exposed hair, such as underarm hair, leg hair, and beard.
  • ・Avoid exposing bare legs, and wear tights, stockings, spats, etc.
  • ・Cross-dressing in a way that is intimidating or repulsive is prohibited.
About the luggage storage area (cloakroom)
  • ・After checking in your luggage, you will be given one ticket stub per piece of luggage.
  • ・When collecting your luggage, please present this ticket stub and the two tickets attached to your luggage to the staff at the baggage storage area.
  • ・Please keep your ticket stubs in a safe place so as not to lose them.
  • ・If you lose your ticket stub, your luggage will be returned to you after all other participants have collected their luggage.
  • ・Please be sure to keep your valuables with you. The organizers cannot be held responsible for loss or theft.
  • ・We cannot accept any of the following items, such as valuables, food and drink, or dangerous items.
    *Cash, cash cards, prepaid cards, securities, jewelry, precious metals, calligraphy, paintings, antiques, etc.
    Expensive items or items that are valuable to the user
    *Items that are easily damaged
    *Volatile or toxic items, explosives, or other dangerous items
    *Illegal items such as stolen goods, firearms, swords, and other items prohibited from possession or carrying by law
    *Items that may stain or damage the surrounding area

    *Items that emit odors, are unclean, or have decayed or deteriorated properties

Regarding use of Sunshine City
  • ・In principle, you will be able to enter stores within ALPA and ALTA.

  • ・Stores may decide to refuse you entry.
  • ・Please be considerate to avoid causing inconvenience to other customers.
    (※Starbucks Coffee, Family Mart, and Subway stores not listed on the list of participating stores will also continue to be available.)

The following actions are prohibited

  • ・Taking photographs inside Alpa Alta
  • ・Bringing alcoholic beverages into the hall
About using Sunshine Aquarium
  • ・During the event, you may enter the aquarium while wearing cosplay.
    However, you will need a separate aquarium online ticket or annual pass with a specified date and time for admission.
  • ・Please refer to the signs inside Sunshine City for directions to the aquarium.
  • ・The use of tripods, reflectors, and lighting equipment is prohibited. Photography is limited to commemorative photos, just like for general visitors.
  • ・Please refrain from taking photos for long periods of time or causing inconvenience to other customers.
  • ・Flash photography is prohibited in some areas of the aquarium. Please check the notices posted inside the aquarium.
  • ・Please carry all weapons such as replica swords and firearms, as well as props that resemble dangerous items, in a case or bag.
  • ・Please follow the instructions of aquarium staff and be considerate of those around you while enjoying the aquarium.

The following actions are prohibited

  • ・Entering the aquarium wearing a mask, mask, helmet, or other cosplay that conceals your face.
  • ・Taking photos using imitation swords, firearms, or other weapons or dangerous items.
  • ・Taking photos inside the Aqua Pocket shop (merchandise store) or Tully's Coffee store.

    Please note that attendees may be featured on television, in newspapers, magazines, online, etc. without prior notice.
    If you see anyone reporting without a press pass issued for this event, please notify a nearby staff member.
  • ・If you are participating in any concurrent events, please follow the rules of each event.
Other prohibited matters
  • ・Trouble between participants, or any other behavior deemed dangerous, disruptive, or in violation of rules by event staff (regardless of reason).
  • ・Defacement or damage to the venue, throwing or swinging objects, or other behavior that causes inconvenience to others.
  • ・Eating or drinking within Sunshine City or at restaurants other than those permitted within the venue.
  • ・Entering potted plants, flower beds, or restricted areas (including props and equipment)
  • ・Bringing in flags symbolizing the local area, such as the national or ward flags
  • ・Using electrical outlets or power sources
  • ・Unauthorized promotional activities and commercial photography (photography, videography) by companies or organizations within the event
  • ・Unauthorized sales, interviews, solicitations, or distribution of flyers at the event
  • ・Drinking alcohol on the street
  • *If any nuisance or illegal behavior is discovered, we will take action such as forcing you to leave the venue, deleting your data, and confiscating your equipment.
    If you do not comply with these rules, we will report you to the appropriate authorities and refuse you any further entry to the event.
    By participating in this event, you will be deemed to have complied with the above rules, and we will take appropriate action accordingly.

A: If you would like to cosplay, please purchase a "Cosplay Registration Ticket." If you would like to take photos, please purchase a "Photographer Registration Ticket (Junior High/High School Students)."

  • ・Please be sure to bring your student ID on the day of the event. If we cannot verify your status as a junior or senior high school student, you will not be able to participate in the event.
  • ・If you are a junior high school student and do not have your student ID, please bring your school commuter pass or another form of age verification.
  • ・Please note that we cannot change the ticket type or provide refunds after purchase.
    (Please note that high school students are ineligible if they do not have their student ID.)
Q: Can I cancel, change, or refund my ticket after purchase?
A: No.

Tickets cannot be canceled, changed, or refunded for any reason.

Q: If the ticket I want to purchase is sold out, will it be resold?
A: Yes, there is a possibility that it may be resold.

Even if tickets are sold out, they may be resold if the payment deadline is exceeded.

Even if tickets are resold, they cannot be exchanged for tickets already purchased. Please note that we cannot guarantee the timing of resale.

Q: Can I take photos while cosplaying? Which ticket should I purchase to do that?
A: Yes. You can take photos while cosplaying.

Q: If I'm just going to watch the stage or parade without cosplaying or taking photos, do I need to purchase a ticket?
A: No. You don't need to purchase one.

You do not need to purchase a ticket to watch the stage at Naka-Ikebukuro Park or the parade on Sunshine 60 Street/Animate Street.

Q: Can I purchase three 1-day tickets instead of the Premium 3DAYS Ticket?
A: Yes, that's fine.

However, the price will be different if you purchase three 1-day tickets and one set of Premium 3DAYS tickets. Please note that we will not refund the difference in price for any reason.
Furthermore, if you purchase three 1-day tickets, you will not be able to receive the benefits exclusive to Premium 3DAYS tickets.

Q: I purchased a paper ticket (physical ticket), but what should I do if I forget or lose it and cannot present it at the reception?
A: You will not be allowed to enter. In addition, we will not be able to provide a refund in this case.

Q: I purchased a premium ticket, but can I still get it if I arrive late?
A: Yes. You can.

However, there will be no priority in the line once general ticket sales begin.

Q: Is it okay to just purchase a cosplay ticket and change into my costume at a hotel or other venue I have booked?
A: No. Please use the changing rooms at the venue to change into your costume.

Q: Can I leave home in cosplay and head to the event venue in my original costume?
A: No. Changing into cosplay at home before arriving is prohibited.

If you are participating in cosplay, please purchase a "Cosplay Registration Ticket" and change into your costume in the changing rooms inside the event venue.

Q: Can I cosplay as ____?
A: We cannot answer individual questions about character costumes or props.

Please check the event participation rules page and wear at your own discretion.
If event organizers determine that your costume is offensive to others, you may be asked to leave.
There are also rules regarding cosplaying in mascot costumes. Please be sure to check the event participation rules page before participating.

Q: I would like to wear a very revealing costume. What should I do?
A: Please wear stockings and body foundation to avoid exposing your bare skin as much as possible, and be careful not to go against morals. Also, please take measures to protect your skin by wearing a jacket or scarf when not taking photos.

If the event organizers determine that your costume is offensive to others, they may ask you to refrain from participating. Please follow the instructions of the event staff.

Q: Can I cosplay as a uniform or military uniform?
A: Wearing uniforms or military clothing that were actually used, whether current or old (including police uniforms, etc.), is prohibited.

You may create your own costumes with fictional designs that appear in manga or anime, but substituting real uniforms for those that appear in the works is prohibited.

Q: Can I participate with a certain weapon?
A: We cannot answer individual questions about costumes or props.

Please check the event participation rules page and participate and use the event at your own discretion.
If we determine that you are not following the participation rules, we may ask you to refrain from participating at our discretion.

Q: I don't want to bring my participation certificate because of the character's image. What should I do?
A: Please be sure to carry your participation certificate with you.

If you don't have your participation certificate or your certificate is not visible, staff may contact you.
Please be sure to present it when requested by staff.

Q: I will be participating in cosplay. Will it be okay for members of the public who do not have tickets to take photos with them on a smartphone, tablet, etc.?
A: We will leave it to your discretion to decide whether to accommodate such requests.

If it is just a commemorative photo with members of the public or children who are not participants, we have no problem with you taking photos as long as it does not block the aisles and is not during busy times.

Q: I would like to enter the changing room to help a friend who is cosplaying get changed. Can I enter?
A: No. You cannot enter without purchasing a ticket.

If you are accompanying someone, they must also purchase a "Cosplay Registration Ticket" if they will be entering the changing room.

Q: Can I enter and exit the changing room as many times as I like?
A: Yes. You can enter and exit the changing room as many times as you like.

Regarding photographer participation

Q: What should I do to take photos (participate as a photographer)?
A: If you will be participating in this event to take photos of cosplayers, you will need a "Premium Ticket (Photographer Participation)" or a "General Ticket (Photographer Participation)", so please be sure to purchase one.

If you have a ticket for this event, you will be given a "participation certificate" at the reception desk.
If you do not have a participation certificate, staff may approach you.
Also, even if you have a participation certificate, photographing without the subject's permission is prohibited.

Q: Can I use the photos I take in a photo book or something similar?
A: If you plan to upload them to the internet or submit or publish them in magazines or books, please do so only with the permission of the subject and photographer.

Please be careful not to include anyone other than the cosplayer in the photo.

Q: Can I enter the stores on Sunshine 60 Street while wearing my cosplay?
A: Yes. You can enter the "participating stores" listed in the pamphlet.

However, please note that you may be asked to refrain from entering non-participating stores at the discretion of the store.
As the facility is also used by many members of the public, please be mindful of your manners.
You may be refused entry if it is crowded, so please ask the store staff when you enter.
