Participation Rules
*These are important rules for participating in "IKEHALO." Please be sure to read them.
Before the event
- A participation ticket is required regardless of whether you are participating in cosplay or just taking photos. (Those planning to both cosplay and take photos should purchase a “Cosplay Registration Ticket.”)
- Tickets may sell out before the event starts, so we recommend purchasing your tickets early.
- You can also take photos while wearing cosplay. In that case, please purchase a “Cosplay Registration Ticket.”

The day of the event
- If you are participating in cosplay, please change into your costume in the changing rooms at the event venue.
Changing at home or at a hotel and then coming to the event is prohibited.
(In Japanese cosplay culture, it is not acceptable to go back and forth between home and the event venue in cosplay.) - On the day of the event, whether you're participating in cosplay or taking photos, please first come to reception and present your ticket. Cosplayers should check in and then change into their cosplay costume in the changing room. Photography participants should register as a photographer at reception before participating. (Cosplay costumes, makeup, wigs, etc. will need to be packed in a suitcase or similar and brought to the event venue. Please be careful not to leave anything behind.)
- This is an event with many small children. Please adhere to the guidelines for skin exposure. (If you are found to be exposing yourself beyond the guidelines, staff will contact you and ask you to take appropriate measures.)
During the event
- The Ikebukuro Halloween Cosplay Festival is an event held in a public place. As members of the public who are not participants and are not familiar with cosplay will also be attending, please note that not all attendees will necessarily have read the rules for this event. If you are cosplaying as a specific motif or character, we ask that you respect the image of the motif or character and cooperate by not causing any inconvenience to those around you.
- If you need to touch up your makeup during the event, please do so in the changing rooms. Touching up your makeup in other locations (nearby stores, restrooms, etc.) is prohibited. If you have purchased a premium ticket, you may use the hospitality area for short touch-ups, so please feel free to do so.
- The event area is not exclusive to the Ikebukuro Halloween Cosplay Festival; the town and shops will also be used by the general public, so please be considerate and not to cause any inconvenience.
- Large luggage such as carry-ons can be left in the cloakroom next to the changing rooms. When leaving your luggage, you will need to prepare a tag to attach to your luggage and a tag that will be required when picking it up. Please be careful not to lose the tag that will be required when picking it up. (The cloakroom cannot store valuables. Please keep your valuables close to you at all times.)
- When taking photos of cosplayers, please ask permission in advance. Taking photos without permission is bad manners. Even if you want to post photos on social media, please be sure to ask permission from the cosplayers when you take the photo.
- Commercial and for-profit use is strictly prohibited. Use is permitted only for non-commercial, personal purposes, such as personal viewing.
- There are some places and shops in town that you cannot enter while in cosplay. Please check the map available on the official website or at the venue to find out where you can enter in cosplay, and enjoy yourself.
- Bringing alcohol into the venue is strictly prohibited.
- Please do not enter the venue under the influence of alcohol, and avoid excessive drinking during the event.
- If staff determine that your actions interfere with event safety, you may be asked to leave and barred from future events.
- The organizers will not be held responsible for any disputes that arise between participants, so please resolve them between the parties involved.
- In the event of an emergency, please follow the instructions of staff and act calmly without panicking.
After the event
- If you are participating in cosplay, please change into your own clothes in the changing rooms after the event has finished before leaving. There are set times when you can use the changing rooms, so please make sure you are changed before the end of the event.
- In Japan, people tend to wear simpler makeup when wearing their own clothes, which is different from when they are wearing cosplay. We recommend removing your cosplay makeup when changing. (Or we recommend wearing a mask when you leave.)
