Known affectionately as "IKEHALO", the event gathers numerous cosplayers throughout the streets of Ikebukuro, where they enjoy stage events, parades, exhibition booths, and more! There are areas where you can enjoy photography services and gather with other cosplayers, allowing you to create memorable photos and make friends through social interactions!
Whether it's your first time cosplaying, you're alone, with friends, or with family, this event is perfect for cosplayers and pop culture fans who love anime, manga, and games.

- Before the event

- Tickets are required for both participants in cosplay and photographers in casual wear. (If you will be cosplaying and taking photos, please purchase a ticket for cosplay.)
- Tickets may sell out before the event. We recommend purchasing your tickets early.
- The day of the event

- If you are participating in cosplay, you will need to change into your costume in the changing room at the event venue. It is prohibited to change into your costume at home before coming to the event. (In Japanese cosplay culture, it is not acceptable to go back and forth between home and the event venue in cosplay.)
- On the day of the event, both cosplay participants and photographers must first come to the reception desk and present the ticket.Cosplay participants will need to change into their cosplay costume in the changing room after checking in. Photographers will need to register as a photographer at the reception desk before participating. (Costumes, makeup tools, wigs, etc. required for cosplay must be brought to the event venue in a carry case. Please be careful not to forget anything.)
- This is an event that many small children will also be participating in. Please observe the standards for skin exposure. (If you are exposed beyond the standards, you will be asked to wear a jacket.)
- During the event

- The Ikebukuro Halloween Cosplay Festival is an event held in a public place. Some visitors are not familiar with cosplay, so please be careful not to say or do anything that may damage the image of the character, and be careful not to disturb other visitors or passersby.
- There is a corner in the venue for touching up your makeup. Please use it if you need to touch up your makeup during the event.
- The event area is not exclusive to the Ikebukuro Halloween Cosplay Festival, and the city and shops are also used by general public, so please be considerate so as not to cause any inconvenience.
- Large luggage, such as carry-on cases, can be checked in at the cloakroom located by the changing rooms.
When checking in luggage, there will be a tag to attach to the luggage and a tag necessary for pickup. Please keep the tag necessary for pickup and do not lose it. ( Please note valuables cannot be kept in the cloakroom. Please keep your valuables with you.) - When taking photos of cosplayers, please ask permission in advance. Unauthorized photography is considered bad manners. If you want to post your photos on SNS, etc. please ask for permission when you take the photos.
- There are some places and shops that you cannot enter while in cosplay. Please check the map distributed at the venue to find out where you can enter while in cosplay, and enjoy the event.
- Drinking alcohol on the street or communicating in a drunken manner is prohibited during the event. Please enjoy alcohol with good manners.
- The organizers will not be held responsible for any trouble that occurs between participants, so please resolve it between the parties involved.
- If an emergency occurs, please remain calm and follow the instructions of staff.
- After the event

- Cosplay participants must change into casual clothes in the changing rooms before leaving. The changing rooms are only available for the designated time, so please be on time to change before the end time.
- In Japan, most people wear simple makeup in casual wear, which is different from that used for cosplay. We recommend that you take off your cosplay makeup when you change clothes. (or leave wearing a mask.)
